India continues to urbanise rapidly tinged with sub-standard living conditions of a growing ‘slum’ population. Improving the slum-dwellers remains gargantuan and intractable challenge requiring solutions at scale grounded on households’ real experience process. The State Odisha, in Eastern India, is currently implementing state-wide land-titling initiative improve tenure security million through legal, institutional, technical innovations based Odisha Land Rights Slum-dwellersAct 2017 (OLRSD). Given known negative consequences titling that grants ‘full property rights’, such as speculative sale titles, facilitation elite capture,and disruption community life social networks, OLRSD has fashioned title ‘limited instrument’ still assures possibility inherit aims facilitating mortgage for housing-backed lending. paper discusses early learnings from Odisha’s ‘intermediate’ aspects its policy nine settlements researched across three districts. As per people’s accounts their experienced reality, titling, complemented by slum upgrading, already facilitated improvements housing households subject extreme poverty. However, concomitant challenges are surfacing instance, although formally permits titles be used collateral loans, non-acceptance mainstream banks forces recipients borrow spurious private lenders, thus increasing vulnerability.
